    Definitions:

    • Cardiovascular Equipment – Aerobic exercise machines that allow users to perform
      partial or whole-body movements that stimulate the cardiorespiratory system (e.g.
      heart and lungs); such as treadmills, ellipticals, stationary bicycles, rowing machines 
      and stair climbers.
    • Fitness Space – Physical activity and wellness space managed and maintained by a
      department, work-unit, or building occupants; not necessarily open to all County
      employees; contains either cardiovascular and/or resistance equipment and/or group
      exercise space. Also known as an exercise room or fitness room. Equipment therein
      is owned and maintained by the MCSO, work-unit, or building occupants. The County Wellness Program may have provided one-time funding for equipment but does not manage or maintain the equipment or space.
    • Resistance Equipment – Equipment and machines that cause users’ muscles to
      contract, and thereby increase muscle mass, strength, tone, and/or endurance, such
      as free weights, resistance bands, body weight machines (e.g. pull-up bars), and
      machines that include stacks of weight plates attached to a cable run over a pulley.
       

    Policy:
     

    1. The Multnomah County Sheriff’s Office (MCSO) shall provide and maintain on-site
    fitness spaces, as budget and resources allow, to support members’ physical,
    mental and overall state of well-being.
    2. The below procedure establishes guidelines for the configuration, maintenance,
    equitable distribution, safety, security, accessibility, and hygiene of MCSO fitness
    spaces in line with Multnomah County rules and Wellness Program standards.
     

    Procedure:
    1. Standards:
    1.1. All MCSO fitness spaces shall:
    1.1.1. Be separate from operational, storage, and maintenance spaces.
    1.1.2. Have signage with the following information posted in the facility:
    1.1.2.1. Terms of use; including operating hours. Operating hours will also be posted on Sheriffnet.
    1.1.2.2. Emergency exits.
    1.1.2.3. Emergency response policies and procedures.
    1.1.2.4. MCSO Agency Policy 1115.00 Fitness Rooms.1.1.2.5. Contact information for the Fitness Site Coordinator and MCSO Wellness & Equity Manager.
    1.1.3. Have slip/trip/fall hazards removed and mitigated by:
    1.1.3.1. Removing hazards from the floor.
    1.1.3.2. Providing adequate shelving and storage.
    1.1.3.3. Providing adequate clearance between fitness equipment and other objects in the room. Clearance should be at least thirty (30) inches between equipment, with seventy-eight (78) inches behind treadmills.
    1.1.3.4. Providing even and level flooring suitable for a fitness center.
    1.1.3.5. If used, mounting fans onto walls, when possible, to reduce trip hazards from floor fans.
    1.1.3.6. Covering electrical cords with rubberized electrical cord covers that run flat along the floor and ensure they are not in walkways.
    1.1.4. Be cleaned on a regular basis, to include:
    1.1.4.1. Removing trash.
    1.1.4.2. Dusting all horizontal surfaces, including but not limited to – audio equipment, around and under mats, balls, shelving, weights, and other loose items.
    1.1.4.3. Cleaning and disinfecting upholstered pads on equipment.
    1.1.4.4. Cleaning and disinfecting equipment frames.
    1.1.4.5. Cleaning mirrors and glass surfaces thoroughly.
    1.1.4.6. Cleaning all accessible portions of floors or rubber mats
    under equipment and storage furniture – wash and disinfect hard floor surfaces, including rubber floors, per manufacturer instructions; dry-mop wood, vinyl, or linoleum floors.
    1.1.4.7. Deeper cleaning, as needed, includes:
    1.1.4.7.1. Dust vents and fans. 1.1.4.7.2. Dust light fixtures. 1.1.4.7.3. Wash solid walls.
    1.1.4.8. Approved green cleaners and paper towels shall be
    provided for members to wipe down equipment, mats, balls, etc. after each use.
    1.1.5. Have a monthly health and safety audit conducted by the Fitness Site Coordinator or trained designee to reduce and eliminate hazards. Monthly health and safety audits will be shared with the Life Safety Officer and will be accessible to all members via Sheriffnet.
    1.1.6. Be configured to protect member health and safety and prolong the life of the equipment: the square footage, flooring, ceiling height, heating, ventilation, air conditioning (HVAC) storage space, electrical outlets, and plumbing must be suitable to function.1.1.7. Have fitness equipment that is:
    1.1.7.1. Commercial grade.
    1.1.7.2. Meets the manufacturing and installation specifications of the ACSM’s (American College of Sports Medicine) Health/Fitness Facility Standards and Guidelines, Fourth Edition.
    1.1.7.3. Serviced at least quarterly on a preventive maintenance schedule appropriate for the specific equipment.
    1.1.7.4. Repaired and/or removed in a timely fashion.
    1.1.7.5. Not donated or purchased by members.
    1.1.7.6. Properly powered, such that cardio equipment shall be battery-operated or will be plugged into a properly grounded, dedicated 20-Amp, 120-volt circuit; have
    nothing else plugged into an outlet dedicated to a piece of cardio equipment, and not have cardio equipment plugged into surge protectors, extension cords, GFCI (ground fault circuit interrupter) outlets/circuits, or any outlet connected to a dimmer.
    1.1.8. Meet or exceed accessibility requirements, as outlined in the ADAAG and Oregon Structural Specialty Code Chapter 11.
    1.1.8.1. Doors, entryways, and exits have a nominal width of at least thirty-six (36) inches.
    1.1.8.2. Hallways and circulation passages have a minimum width of thirty-six (36) inches, and where turn-around may be required, a width of at least 60 inches.
    1.1.8.3. Any change in elevation more than 0.5 inches has a
    ramp or lift with a slope of twelve (12) inches for every inch of elevation change.
    1.1.8.4. Any light switches, water fountains, fire extinguishers, first aid kits, and AED devices are at a height that can be reached by a person in a wheelchair.
    1.1.8.5. Emergency exit signage can be viewed by individuals who are visually impaired.
    1.1.8.6. All fire alarms should have built in flashing lights, to alert deaf and hard of hearing people to emergencies.
    1.1.8.7. A variety of equipment and fitness accessories should
    be accessible – clear floor space leading to and from the equipment; if lockers are provided, at least 5 percent of lockers (but not less than one) should be accessible, including the structure of lock used; if bathroom and/or shower stalls are provided, at least one must be wheelchair-accessible.


    2. Fitness Site Coordinator:
    2.1. Each MCSO fitness space shall have a designated Fitness Site Coordinator.2.2. Members shall report safety hazards, equipment problems, lack of supplies,
    or other issues to the Fitness Site Coordinator or the MCSO Wellness & Equity Manager, if the Fitness Site Coordinator is unavailable.
    2.3. All Fitness Site Coordinators shall be participants of the MCSO Wellness Committee and shall be responsible for the following:
    2.3.1. Assisting the Wellness & Equity Manager and Chief of Business Services with fitness space budgeting, to include planning for repairs, replacements costs, and new purchases.
    2.3.2. Coordinating fitness space cleaning.
    2.3.3. Assisting with policy and procedure recommendations for fitness spaces.
    2.3.4. Assisting members w/ Liability Waivers / Terms of Use Agreements.
    2.3.5. Ensuring that each space receives a comprehensive monthly health and safety audit.
    2.3.6. Facilitating the repair or replacement of fitness equipment; including scheduling quarterly preventative maintenance of equipment.


    3. Liability Waiver / Terms of Use Agreement:
    3.1. Members must complete a waiver in order to access any MCSO fitness space.
    3.2. Building Access Coordinator approval is required for members to access Fitness Spaces at buildings other than their regularly assigned work location.
    3.3. The MCSO Fitness Liability Waiver / Terms of Use Agreement can be accessed via the Sheriffnet.
