Indictments issued for conspiring to smuggle drugs into Multnomah County jail

A Multnomah County Grand Jury indicted five people for conspiring to smuggle drugs into the Multnomah County Detention Center.

The Multnomah County Sheriff’s Office (MCSO) Detective Unit opened a criminal investigation in December 2023, after receiving information from the Multnomah County District Attorney’s Office, that an adult in custody, 30-year-old Levi Denison, may be engaging in suspicious activity. 

A detective, assigned to investigate criminal activity within Multnomah County corrections facilities, began monitoring Denison’s phone activity. The detective learned Denison was conspiring with an adult in custody and people outside the jail to smuggle drugs, such as methamphetamine, heroin and buprenorphine, also known as Suboxone, into the facility.

The investigation prevented Denison, and the codefendants named below, from introducing drugs into the jail.

The following people were indicted:

30-year-old Levi Denison (in-custody during investigation)

  • Three counts of conspiracy to commit supplying contraband
  • Two counts of conspiracy to commit unlawful delivery of methamphetamine 
  • One count of conspiracy to commit unlawful delivery of a schedule III-controlled substance (buprenorphine)

 26-year-old Rain Vaday (out of custody during investigation)

  • One count of conspiracy to commit supplying contraband
  • One count of conspiracy to commit unlawful delivery of methamphetamine

33-year-old Shawn Mastne (both in and out of custody during investigation)

  • One count of conspiracy to commit supplying contraband
  • One count of conspiracy to commit unlawful delivery of methamphetamine 

27-year-old Shelby Steelman (out of custody during investigation)

  • One count of conspiracy to commit supplying contraband
  • One count of conspiracy to commit unlawful delivery of methamphetamine 

44-year-old Danielle Young (out of custody during investigation)

  • One count of conspiracy to commit supplying contraband
  • One count of conspiracy to commit unlawful delivery of a schedule III-controlled substance (buprenorphine)

Denison, Vaday, Mastne, Steelman and Young were indicted on March 14, 2024. Public disclosure of the information was withheld until the codefendants were located and arrested.

As of this press release, Denison and Steelman remain in custody. 

“I am very proud of the work by our detective assigned to the corrections facilities,” said Sheriff Morrisey O’Donnell. “Through collaboration with the DA’s Office, we were able to identify criminal activity, prevent dangerous contraband from entering our jails and hold all those, in-and-out of custody accountable. We take the health, safety and security of our jails seriously.”


Mastne faces additional charges following attempt to smuggle drugs into jail

During the above investigation, Shawn Mastne incurred additional charges for attempting to smuggle methamphetamine into the jail. 

On November 27, 2023, Mastne was ordered to return to jail after a court hearing. During an inventory of his personal belongings, corrections deputies located more than an ounce of methamphetamine on his body. Mastne was indicted on a single count of supplying contraband and a single count of unlawful possession of methamphetamine, on February 2, 2024.

These charges are not related to the March indictments and are proceeding as a separate criminal case.
