Clandestine Drug Lab Response Team and HazMat Response
Responding to between 40 and 60 drug labs per year, the purpose of the Multnomah County Sheriff's Office Clandestine Drug Laboratory Response Team is to process, and investigate all actual and suspected Clandestine Laboratories within the jurisdiction of the Multnomah County Sheriff's Office or when called upon to provide assistance to another jurisdiction through Inter –Governmental Agreement.

The principle interest in any and every response made by the Multnomah County Sheriff's Office Clandestine Drug Laboratory Response Team is to ensure the safety of the responding personnel, the public, and the environment. This interest requires the utmost level of professionalism, attention to detail, and thoughtfulness. The dedication and discipline inherent in these qualities shall be expected in every member of the Multnomah County Sheriff's Office Clandestine Drug Laboratory Response Team.

The MCSO CDLRT Capability: Equipped to respond to all drug lab and small-scale HazMat events up to the Level B standard of PPE and response. Have ability to operate in all weather and lighting conditions. All CDLRT personnel are trained to the HazMat Technician/Specialist level. All CDLRT personnel are Law Enforcement sworn and certified for criminal investigations. The CDLRT has the Gresham/Multnomah County HazMat III Team as an immediate additional available resource.

These personnel are all members of the Oregon State Fire Marshall Emergency HazMat Response Team III in cooperation with Gresham Fire Department and Gresham PD. Additionally we have a response vehicle fully equipped to support initial (not sustained) operations at a WMD incident. In the event of a WMD incident these personnel would be attached to HM III Branch in the ICS and would have capability and would enter the hot zone for mitigation, investigation, and evidence gathering.

HM III Capability: The HM III team is funded and sponsored by the Oregon State Fire Marshal’s Office as one of fifteen teams in the state of Oregon. HM III is a fully functioning eclectic HazMat Emergency Response Team whose mission is to respond all/any HazMat related emergencies or potential emergencies including rail, highway, and fixed site, and WMD Terrorist. The HM III is composed of Gresham Police Officers (3), Multnomah County Deputies (10), and Gresham Fire Fighters (15). Our resource function is Internet capable and provides for HM research, interagency communications and acts a branch to the ICS.

Weapons of Mass Destruction Team and Minimum Issue Response
MCSO currently has 75 personnel that are capable of some kind of response to WMD events. All of our personnel have had training in the area of WMD recognition, self protection measures, and call down matrix.

Description of Program and Capabilities:
1. Weapons of Mass Destruction First Responder Team (WMDFRT): 22 personnel Equipped to respond to and perform off site recon and warm zone activities at large scale HazMat events to the Level C standard of PPE and response (also Have escape air bottles). All WMDFRT personnel have been trained to the HazMat Awareness and Operations level with additional training in accommodating mass casualty decontamination processes including both ambulatory/non-ambulatory and technical decontamination functions. WMDFRT personnel are trained to work directly with HazMat Emergency Response Teams. All WMDFRT personnel are FTE Law Enforcement sworn and certified for criminal investigations.
2. Law Enforcement Minimum Issue First Response PPE: 75 Law Enforcement Minimum Issue personnel have been trained and equipped to the Level C standard of protection. This training and PPE is intended for use in the cold/warm zones of operation and is for defensive protection of the first responder while performing their normal duties as LE at a large-scale scene involving HazMat or WMD.
