Regarding Court Services
The Court Services Section is comprised of the Court
Holding Facility, the Court Services Unit and the Facility Security
Unit.
• The Court Holding Facility serves as a daytime holding facility
for inmates appearing in court matters at the Multnomah County Courthouse.
• The Court Services Unit is responsible for all inmate movement
and the security of the courtrooms in criminal and civil matters
where inmates are appearing.
• The Facility Security Unit is responsible for the security
of the public areas of the Courthouse, Justice Center, Inverness
Jail, Juvenile Justice Center, Gresham Courts, and the Central,
Midland, Gresham, Holgate, Hollywood, N. Portland branch libraries.

MCDC
is a 676-bed maximum-security adult local correctional facility
located in the downtown Justice Center and operated by the Multnomah
County Sheriff’s Office. MCDC provides security, control,
custody, and supervision of county, state and federal prisoners.
MCDC is the intake or booking facility for all of Multnomah County.
MCDC operates under comprehensive written policies and procedures
governing inmate feeding, clothing, recreation, medical treatment,
classification, safety, hygiene, program services, visitation, mail,
and court access.
In recent years there has been a significant rise in the special
housing needs at MCDC. Specifically, the workload has increased
in the areas of Mental Health, Medical Transports, and Discipline
Management.
In 2007 Deputies booked 40,785 people into MCDC. Some people were
in custody for only a couple hours while others were in custody
for long term sentences.
MCDC is staffed by more than 180 Deputies, Sergeants, and Command
staff. There are also about 100 support staff. This support staff
includes medical personnel, counselors, chaplains, educators, maintenance,
property technicians, food service, detectives, facility security
officers, and records technicians.
The Justice Center is a multiple purpose building that opened in
1983. The Justice Center houses, MCDC, the administrative headquarters
of the Portland Police Bureau, Central Precinct of the Portland
Police Bureau, some offices from the Multnomah County District Attorney,
Multnomah County Department of Community Justice, and State Courts.
When the Justice Center opened in 1983 it brought most of the areas
criminal justice functions into close proximity with other government
buildings and functions. The Rocky Butte Jail was closed when MCDC
in the Justice Center opened.

MCIJ is a medium security adult (male and female) corrections facility
located in Northeast Portland. With 1014 available jail beds, the
MCIJ staff ensures proper custody, control and supervision for county,
state, and federal inmates in Multnomah County.
MCIJ
operations include provisions for inmate services that incorporate
and support opportunity for inmates to participate and focus on
their reintegration back into the community as law abiding and tax
paying citizens.
The operations and services of this Unit have increased due to the
expansion of the facility, its attainment and operation of a statewide
inmate transport system, inmate release center and implementation
of augmented housing for inmates in need of mental health services.

Funds
The Wapato Facility is currently not housing detainees and the site
is not generally open to the public. In cooperation with Multnomah
County, the Sheriff’s Office is working hard to find the resources
to open the facility and begin housing inmates to support the local
public safety system.
When
the facility opens, the facility’s capacity will be 525 and
will house medium security inmates. Operationally, the building
is able to support numerous secure programs intended to help meet
the needs of inmates to reintegrate themselves back into the community
upon their release.
