Does Oregon recognize any other state’s permits?
You cannot carry a concealed handgun in Oregon unless you have an Oregon CHL, which you can obtain only in the county of your residence. No other state’s permit is recognized or acknowledged.

Can I get an Oregon permit if I do not reside in Oregon?
If you are a resident of Washington State, which is a contiguous state to Oregon, we will grant permits to those residents. Oregon does not recognize Washington State’s permit, but you can apply for an Oregon permit in Multnomah County.

Do I have to be a citizen of the United States to get a CHL?
Yes, you must be a citizen of the United States. The only exception is if you are a legal resident alien, have continuously lived in the US a minimum of six months and have proof in writing, and/or you have declared to the US Citizenship and Immigration Services your intention to become a citizen. You must show the accepted form of proof of your declaration, from INS, with the court date, at the time of application. If you do not follow through to obtain citizenship within one year you will lose your right to have a CHL and it will be revoked.

Where can I carry my concealed handgun with a permit?
A concealed handgun license does not authorize you to carry a firearm on many private and public properties. We cannot give specific advice for individual sites, but it is in the CHL holder’s best interest, to investigate for themselves and obtain the correct information before taking your concealed handgun to any of the following locations:
- Many private businesses have conditions regarding the possession of firearms on their premises. If you violate these conditions you could, under certain circumstances, be subject to arrest under Oregon trespass laws, in which case, if convicted, your concealed handgun license would be seized and/or revoked.
- Any federal facility
- Federal Court Houses
- Post Offices
- Social Security Offices
- National Forests marked or posted by signs prohibiting all firearms on federal lands, other than designated wilderness areas, incident to hunting or other lawful purposes.
- Indian Reservations or Indian property (without the written permission of the tribal judge. This also applies to certain casinos that are on Indian lands.)
- In any courtroom, jury room, judge’s chambers or areas adjacent thereto that the presiding judge determines.

You need to check with the Port Authority of each airport as other airports in Oregon are under other jurisdictions.

How old do I have to be to apply for a concealed handgun license?
You must be at least 21 years of age prior to making application for a concealed handgun license.

How long are licenses valid?
Oregon concealed handgun licenses are valid for four years unless otherwise revoked or denied. If you are transferring your permit from another county the expiration date will remain the same as your current permit.

How do I obtain an application?
Applications are available online or at the Multnomah County Sheriff’s Office Concealed Handgun License Unit, 12240 NE Glisan, Portland, OR 97230. The building is open 24 hours a day, 7 days a week. Applications are also available in Room 134 at the Multnomah County Courthouse, 1021 SW 4th, Portland, OR 97204, Monday through Friday 8:00 a.m. to 4:30 p.m., closed from noon to 1:00 p.m. for lunch.

Do I have to be a resident of Multnomah County to apply?
You must apply through the Sheriff’s Office of the county where you reside. If your driver’s license has another address, outside of Multnomah County, as your primary address, you must contact the County of residence. If a Multnomah County address is the mailing address on your driver’s license, it is still not the primary address. Your Oregon driver’s license or Oregon I.D. card serves as proof of residency. Washington State residents may, under certain circumstances, apply for a CHL in Multnomah County. There are additional requirements.

How do I satisfy the competency requirement?
A handgun safety class. Contact community colleges, local gun dealers or gun clubs for class referrals.
The Sheriff’s Office offers a class every Tuesday evening from 6:30 p.m. to 9:00 p.m. There is no appointment required to attend this class and the fee is $40. DO NOT bring a handgun to this class. You must bring the certificate or card given to you by the instructor to your appointment. Your receipt does not have the required info.

After I have met the competency requirement what do I do next?
Mail your completed and signed application to the Concealed Handgun License Unit at 12240 NE Glisan Street, Portland, OR 97236 we will call you to schedule an appointment. New Applications are by appointment only. Applications will only be accepted by mail and no appointment will be made without an application.

RENEWAL APPLICATIONS
How do I renew my concealed handgun license?
Renewal applications are accepted up to six months prior to the expiration date shown on your license. Unused time is not credited. It is 4 years from issue date. Drop in times available for renewal are posted above.

Will I receive notification that my license will expire?
Currently, the Multnomah County Sheriff’s Office mails reminder postcards in the middle of the month prior to your license’s expiration. But, if you have moved and not changed your address, you will not receive one (not changing your address is reason for revocation). It is up to the CHL holder to know their expiration date and renew before it expires.

Do I make an appointment to renew my license?
NO. At this time, renewal applications are accepted on a first come, first served basis, on Wednesdays between the hours of 7:15 and 11:00 am and Tuesdays and Thursdays from 1:00 - 4:00 pm at the Sheriff’s Office at 12240 NE Glisan, Portland, Oregon.
Renewal applications are accepted in person only. DO NOT mail the renewal application.

If I am in the military and deployed overseas how do I renew if I cannot come in?
Active military personnel who are deployed are no longer expected to renew in person. You may mail your application with a copy of your orders and deployment papers and we will mail your permit to either your Multnomah County address of record, or your military mailing address.

Do I have to take another handgun safety class to renew my license?
No. Your valid or expired concealed handgun license is proof that you attended a handgun safety course.

What if I just moved into Multnomah County and I have a Concealed Handgun License from another County?
The Concealed Handgun License is an Oregon Permit, but it is administered in the county you reside in. When you change your DMV license you need to change your CHL so that both addresses are the same. You may come in during renewal drop in times and bring a completed application. You will also need your concealed permit from the other county and your driver’s license (if you have changed your DMV online and don’t have your sticker yet, we can still process your application as the change of address in DMV is immediate, when done online).
