The Programs Unit provides Multnomah County inmates services that will increase opportunities for them to become productive, law abiding members of the community, while enhancing safety and security of the facilities and satisfying constitutional and statutory requirements.

The Programs Unit enhances the safety of the community by providing supervision, counseling, support and educational services to inmates incarcerated in the correctional facilities and to those who are released from custody to the supervision of the Sheriff in a cost effective manner.

Correctional counseling and transitional services, to inmates, will assist them in becoming productive law abiding citizens through the development of individual motivation, skills and abilities.

Programs Unit staff members assist inmates by:

  • Assessing inmate attitudes, behaviors and histories to determine appropriate custody levels of program involvement
  • Helping inmates adjust to their custody setting
  • Act as a liaison between the inmate and various departmental units and external criminal justice/social service agencies
  • Resolve a wide variety of problems prior to problems developing into legal liabilities
  • Act as a mediator in disputes
  • Assess inmates needs in a wide variety of areas; i.e., alcohol & drug, mental health, housing issues, employment, physical health needs, etc.
  • Provide routine, but essential services; i.e., educational opportunities, general library, law library notarial acts, etc.
    Provide intervention, case management and community supervision services
  • Develop, coordinate, and facilitate didactic/process group therapy and individual counseling in a wide variety of areas
  • Develop individual transitional plans for those who will be released from custody
  • Educate the community and other professionals about jail programs by involvement in various boards and incorporating use of citizen volunteers and outside agencies to participate in jail programs
